

BEATRICE G. (Frank) ROSENSTEIN, 81, of Two Regency Plaza, Providence, an administrator for the Board of Tax Assessment Review for the City of Providence, died August 23, 2002 at Miriam Hospital. She was the wife of the late A. Louis Rosenstein.
She is survived by one daughter, Betsy R. Franklin of Boston; one son, Michael J. Ross of West Roxbury, MA; and two grandchildren. She was the sister of the late Mildred Feld.
Born in Bronx, NY, a daughter of the late George and Sarah (Lazofsky) Frank, she moved to Rhode Island in 1946, living in East Providence until moving to Providence in 1965.
Mrs. Rosenstein was a graduate of James Madison High School in Brooklyn and attended CCNY in New York City.
Bea Rosenstein was a resident of New York City until her marriage to the late A. Louis Rosenstein, a lawyer and former U.S. Magistrate. During her residency in Rhode Island, she has been involved in numerous civic, charitable and community activities.
Mrs. Rosenstein has served as President of the Roger Williams Chapter, B'nai B'rith Women; Worthy Matron of Hope Link, Order of the Golden Chain; and served as a volunteer in the March of Dimes' Maternal Infant Care Project at St. Joseph Hospital. She helped organize volunteers to assist the Rhode Island Department of Health in the first statewide Rubella Vaccination Campaign. She was a founder and treasurer of the Women's Council on Intergroup Relations, an umbrella group that eventually involved 67 Rhode Island organizations.
The Women's Council on Intergroup Relations took on a wide variety of issues and projects. It organized tutoring in South Providence elementary schools, exposed racial discrimination in real estate sales, and lobbied the state legislature to enact fair-housing and consumer protection laws.
She is presently serving on the boards of The Miriam Hospital Women's Association,
Advisory Board of Justice Assistance and Advisory Board of The International Institute. She also served on the board of Women's Division of the Jewish Federation of Rhode Island.
Mrs. Rosenstein served on the Citizens' Advisory Committee for the University of Rhode Island's "Year of the Humanities", Harbor Estuary and Land Planning Advisory Committee of the Coastal Resources Management Council and was a member of the Commission to Study Diversionary and Community Services Programs for Juveniles. She also was a member of the Advisory Commission on Judicial Appointments.
On September 24, 1980, at the State Capitol, Bea Rosenstein was honored as a nominee by the Advisory Commission on Women in Rhode Island for "Rhode Island's First Ten Women". In September, 1983, she was recognized by the U.S. Department of Health and Human Services for her volunteer activities and received a letter of recommendation from Claira Monier, the Department's Regional Director.
Mrs. Rosenstein was Chairman of the Section of Auxiliaries of the Hospital Association of
Rhode Island and was a member of the New England Healthcare Assembly Advisory
Club and was Chairman of its Membership Committee. She was also an advisory board member of the first annual First Night Providence, Inc.
Mrs. Rosenstein was a member of the Rhode Island Bicentennial Foundation. She is a member of the Rhode Island Commodores, a group dedicated to enhancing the economic development efforts of our state. She was Chairman of the Rhode Island Racing and Athleücs Hearing Board for six years, and then was appointed to the Racing and Athletics Commission until it was dissolved. She is an Honorary Life Member of the Association ofthe Racing Commissioners International. She was an administrative aide during Governor Garrahy's administration.
In addition, Mrs. Rosenstein is a member of the Rhode Island State House Restoration
Society, the USS. Rhode Island Commissioning Committee, the Providence Preservation Society, Providence League of Women Voters, Member of Temple Beth El, and National Council of Jewish Women.
She is a Life Member of Miriam Hospital Women's Association; Life Member, Women's Association, Jewish Home for the Aged; Life Member, Temple Emanuel Sisterhood; Life Member, Providence Chapter of Hadassah.
In 1988, she was appointed to the post of Secretary to the Board of Tax Assessment Review for the City of Providence.
Mrs. Rosenstein's two children, both graduates of Brown University. Betsy, a lawyer, is a member of both the Rhode Island and Massachusetts Bar Associations. Michael, is a doctor, specializing in Pathology.
The funeral service was held on Monday, August 24, 2002 at 2:00 PM at
SUGARMAN-SINAI MEMORIAL CHAPEL, 458 Hope St., Providence. Burial was in Lincoln Park Cemetery, Warwick.
