Born in Providence, she was a daughter of the late Edgar W. Payette Sr. and Anita L. (Paquin).
She was a lifelong parishioner of St. Philip's Church, where she was also a Eucharistic minister.
She was a nurse for 28 years and a 12 year retired Captain of the US Army Nurses Corp.
Fran was also a member of the Smithfield Fire Dept. Women’s Auxiliary and was a three time Army Achievement Metal Recipient and also served in operation Desert Storm.
She was a proud mother, memere, great memere, and friend to all who knew her. Her favorite past time was spending time with her family and friends, often you could find Fran enjoying the most fun with her family in Disney, her rose garden, crafts, and hosting all of the holidays.
She enjoyed bowling with family and friends and was also an avid golfer who got her first hole in one in 2023. She was a past president for the Smithfield Girls Softball teams, and also coached Smithfield youth softball, basketball, and soccer.
She was the devoted mother of Bruce C. Dexter Jr. (Kristin), Carlton E. Dexter Sr. (Dawn), Denise C. Howard, and Michael A. Dexter Sr. (Melissa); cherished grandmother of Lisa, Joshua, Jordan, Carlton Jr., Nathan, Michael Jr., Thomas, and Lydia; great-grandmother of Ariel, Braxton, and Harvey; sister of Dorice I. Hawkins, Elise D. Dilfield, Laurea M. Osborne, Suzanne J. Scheule, Joyce A. Lubeck, and the late Edgar W. Payette Jr.; and aunt of several nieces and nephews. She was also the loving companion to Michael R. Lusher.
Her visitation will be held Monday, April 22, 2024 from 4:00-7:00 p.m. in the Pontarelli-Marino Home, 971 Branch Ave, Providence.
Relatives and friends are invited to attend a Mass of Christian Burial, Tuesday April 23, 2024 at 9:45 a.m. in St. Philip Parish, 622 Putnam Pike, Greenville. Burial will follow in the RI Veterans Cemetery, Exeter.
