Philip was born as the youngest of eight children in Lagangilang Abra, Philippines on February 28, 1952, to Eusebio G. Omli, Sr. and Catalina E. Omli. He was a devoted father and a loving husband. Philip lived his life unselfishly and was most happy when he was helping others. He enjoyed playing chess, reading books about history and courtroom drama, listening to music, and singing. He also loved spending time with his family and playing with his grandchildren.
Philip is survived by his wife, Perla, his daughters, Joy and Desiree, his son, Ryan, his grandchildren, Keelan and Carson, and his sister, Carmelita.
