Billy was married to Sarah L. Martin, and had a career in law enforcement with the Dallas Police Department. Billy also served in the United States Air Force. He had a great passion for his family and for photography.
Billy is survived by his daughter; Theresa Carter, grandchildren; Crystal Kirby, Michael Carter, Amanda Taylor, Adam Dallas Barnes, and J Andrew Barnes.
A Visitation for Mr. Barnes will be held Saturday, March 7 at 12:00 pm at Sparkman Funeral Home, with a Funeral Service following at 1:00pm.
