

Memorial services for Bill will be held on Monday, June 9th, at 11:00 at Watermark Community Church, (7540 LBJ Freeway, Dallas). Interment with military honors will follow at Dallas Fort Worth National Cemetery.
Bill was born on May 15, 1942, in Iowa Falls, IA to Oscar and Vivian Teigen. The Teigen brothers; Roger, Bill and Jim grew up throughout the Midwest where their father sold Case Farm Equipment. In 1957 the Teigen’s moved to Oklahoma City where Bill attended Northwest Classen High School and played football. He went on to Oklahoma State University, became a member of Beta Theta Pi, and graduated in 1965 with a B.S. degree in Production Management.
Bill met Diane Smith while at OSU and they began dating in March of 1965. Upon graduation, Bill was commissioned as a 2nd Lieutenant in the United States Army and he married Diane in West Memphis, AR on Sept 25, 1965. The newlyweds were given orders to Würzburg, West Germany where Bill served three years and achieved the rank of Captain. Their daughter, Lesley was born in Würzburg shortly before they returned to the USA.
Upon returning to the States, Bill was selected by the Federal Bureau of Investigation for training and was appointed as a Special Agent. Bill’s first FBI assignment was to Sioux City, Iowa, where their son Mike was born.
Bill became a certified FBI Polygraph Examiner in 1975; serving in this role for 19 years and conducted over 1,200 polygraph examinations. He was promoted to a Supervisory Special Agent position, and he served three years at FBI Headquarters, Washington DC, in the Polygraph Unit. His final FBI assignment was back to the Dallas Field Office in 1991. He served with pride as an FBI Special Agent for 25 years (1969 to 1994).
Upon retirement from the FBI, Bill practiced privately for 19 years as “TEIGEN/ASSOCIATES” in Dallas; conducting polygraph examinations and training law enforcement professionals in polygraphy and interviewing techniques. He designed a course and instructed on “Effective Interviewing” for auditors for a major US accounting firm. He was appointed in 1997 by (then) Governor George W. Bush to the Texas Polygraph Examiners Board. He was elected Chairman in 1998 and served in that role until 2003 and was appointed Presiding Officer for the Polygraph Advisory of Texas Department of Licensing and Regulation, 2010-2017.
His distinguishing awards include:
• “Leonarde Keeler” Award: American Polygraph Associations' for long and distinguished service to the polygraph profession (2000)
• American Association of Police Polygraphists Region IV Award for distinguished polygraph service (2003)
• “President’s Award”: Texas Association of Law Enforcement Polygraph Investigators (TALEPI) (2004)
• TX DPS Law Enforcement Polygraph School Distinguished Faculty Award (2007)
• American Polygraph Association, Life Member in (2007)
He was also certified as a Polygraph Examiner by the Department of Energy, the American Association of Police Polygraphers, and the Department of Defense Polygraph Institute and licensed in five states; TX, AL, VA, MS, & OK. In 2017, he retired from private practice.
Bill and Diane faithfully served for ten years as table leaders in Watermark Community Church’s pre-martial counseling ministry, “Merge”, enabling them to shepherd over 100 couples. Their faith and marriage both grew stronger during this time of ministry, and they shared deep bonds with their community group. Bill’s experience in federal service, private practice, and ministry provided many memories for him to share & great stories to tell.
Bill is survived by his wife, Diane; his daughter, Lesley and her husband, Wilton; his son, Mike; and seven grandchildren. Bill is survived by his brother, James Teigen, and other Teigen family members.
Bill is preceded in death by his parents and his brother, Roger Teigen.
In lieu of flowers, memorials may be made to the American Cancer Society.
