Billy was born on April 24, 1944 in Oakland CA to parents Emmett J. Carroll Sr, and Irene Haliburton, He grew up in Oakland , CA and attended McClymonds High School.
Billy was united in holy matrimony with Geneva Banks. From this union, two children were born: Eric Carroll and Tina Carroll, who preceded him in death. He was also blessed with a son, Douglas Babbitt, from another relationship, who also preceded him in death.
Throughout his life, Billy enjoyed studying martial arts and had a deep appreciation for automobiles, especially Cadillacs. He worked for many years as an auto body technician, taking great pride in his craft.
Billy leaves to cherish his memory his son, Eric Carroll; his grandchildren, Darius Franklin and Ryan Babbitt; his sister, Elizabeth Matthews; his brother, Emmett J. Carroll II; and a host of beloved nieces, nephews, cousins, extended family members, and friends.
