Charlie was born on January 1, 1955, to Johnnie Perry Waggener and Dennis Waggener, Sr. He graduated from the Education Center and briefly attended Hinds Community College.
Charlie dedicated his professional life to the Mississippi Department of Wildlife, Fisheries, and Parks, beginning his career as a Game Warden in 1984. Through years of hard work, dedication, and integrity, he rose through the ranks and retired in 2011 as a Conservation Officer Major in the Department of Internal Affairs. He was also named the Officer of the Year in 1993 due to his diligent service.
An avid outdoorsman, Charlie found great joy in hunting, spending time at the beach, going on cruises, and seeing the Beach Boys More than anything, however, he cherished time with his family. He married Annette Pinkstaff Waggener, and together they shared a life centered on love and family. Their daughter, Stephanie, was the light of his life, and he took great pride in being her father. Charlie's love for his family was evident in the steadfast presence, support, and devotion he gave to those he held dear.
Charlie is survived by his wife, Annette Pinkstaff Waggener; his daughter, Stephanie (Christina) Waggener; sisters-in-law, Karen (Tommy) Thompson and Joyce (Marc) Cook; nephews, Clint (Tia) Thompson, Casey (Samantha)- Waggener, and Matthew Cook; nieces, Jacey (Ronnie) Petty, Melissa (Kevin) Robbins and Lacey Pinkstaff; numerous beloved cousins; and many friends whose lives were enriched by knowing him.
He was preceded in death by his parents; his sister, Eva Marie Waggener; his brothers, Dennis Waggener, Jr. and Perry Waggener; and his brother-in-law, Ricky Pinkstaff.
Visitation will be held at Parkway Funeral Home, 1161 Highland Colony Parkway, Ridgeland, Mississippi, on Thursday, June 4, 2026, from 4:00 p.m. until 7:00 p.m., and again on Friday, June 5, 2026, from 10:00 a.m. until 11:00 a.m. Funeral services will follow at 11:00 a.m. on Friday at Parkway Funeral Home. Charlie will be laid to rest at Parkway Memorial Cemetery following the service.
In lieu of flowers, the family kindly requests that memorial donations be made to St. Jude Children's Research Hospital.
