

Born in Jackson on October 7, 1925, she was the daughter of the late Clara Summerfield Austin and Ivy Earle Hutchison. Olis was a devoted mother, daughter, wife, sister and friend to many. She found her greatest joy in offering a helping hand to anyone in need. She enjoyed a career with the Federal Government spanning more than forty years, serving as Administrative Officer for (USDA), Farmers Home Administration, now Rural Development, in Mississippi, and was one of the first women in the nation appointed to this position. Following her retirement from the Farmers Home Administration in 1986, she was one of the founders of the Housing Association of Mississippi, serving as executive director for sixteen years.
In addition to her parents, Olis was preceded in death by husbands William Raymond Billings and James M. Price, both of Jackson, sister, Martha Rose Hussey of Tallahassee, Florida, her aunt, Rose Austin Waterer of Gulfport, Mississippi, and her niece Claudia Jean Sinclair of Denver, Colorado.
She is survived by her Son Michael D. Billings of Dallas, Texas; Daughter Barbara Ann Billings Gaines and Granddaughter Kathryn Anne Gaines, both of Madison, Mississippi; her sister Jim Claire Clipson of Denver; Stepdaughter Dorothy Nixon and husband Ed of Hernando, Mississippi; Step grandsons Paul, James and Stephen Nixon; Nieces Claranne H. Ledford and her husband T.C. of Hickory, North Carolina and Michele M. Miller of Tallahassee, Florida; great nieces and nephews Lisa L. and Eric Phinney of New Delhi, India, Scott T. Ledford of Arlington, Virginia and Devin Galetta of Tallahasee, Florida.
A visitation will be held at Parkway Funeral Home on Highland Colony Parkway from 4:00 to 7:00pm on Monday December 29th. A private graveside service and interment will be conducted at Cedar Lawn cemetery in Jackson on Tuesday December 30th. The family would like to thank the entire staff at The Blake, staff members at Baptist Hospital, along with special thanks to Ethel Thomas. They all showed boundless kindness and unwavering attention to our Mother's daily care and needs over the past several years; your help made her life infinitely better.
