Phillip was born on September 15, 1957 in Rock Island, the son of Homer and Lorain (Kee) Waters. His life was devoted to writing poetry and his family. He enjoyed shooting pool, cooking, and music.
Survivors include his children, Japanica and Latrice Waters, Cecil Hickman, LaShaunda Harrington, Phillip Carrell, and Precious Williams; 10 grandchildren, and siblings, Lois (Ira) Whitaker, Creta, Jon, Homer, and Michael Waters, and a host of nieces and nephews.
