He was born July 29, 1979.
He is survived by his son, Jesse Starr of New Hampshire; his mother Margaret and her husband John Volpe of Quincy, his aunt and uncle Emily and Edward McVeigh of Rockland; his aunt Marsha Starr of West Virginia and his cousins Edward McVeigh, Jr. and his wife Darlene of Hanson and Michael Smith and his wife Alexandria of Texas.
He is predeceased by his father James Starr, his uncles Henry and Frank Smith, and his cousins Beth McVeigh, Jacqueline Smith, and Jesse McComas.
After his parent’s divorce at the age of 4 he moved with his mother from Alexandria, VA to the South Shore. He attended Rockland Schools where he played hockey and basketball.
He was supported by family as well as friends and responded with a kind, generous personality and a willingness to help.
He enjoyed hiking, tennis, chess and working out. He had hometown passion for the New England Patriots especially during the Brady/Belichick era. A long time dream came true with building and maintaining an environment for tropical fish (a 100gal salt water aquarium.)
He was a devoted father and loving son.
He graduated from Bay State School of Technology in 2012. He worked as a HVAC technician in various jobs up until 2023 when he became disabled due to repeated seizure activity. Since then there was a decline in his mental and physical health resulting in numerous hospitalizations. He found strength his faith. His pain, suffering and struggles were helped and supported by “Friends of Bill" who he saw daily. He was blessed having Lance Hammond as his sponsor and friend since high school who passed away in 2025.

Visitation will be held at Sullivan Funeral Homes, 45 East Water Street, Rockland on August 13, 2026, from 4:00 pm to 7:00 pm.
A Funeral Mass will take place at Holy Family Church, 403 Union St, Rockland on August 14, 2026, at 9:00 am followed by Burial at Holy Family Cemetery, 92 Centre Ave, Rockland, on August 14, 2026.
