

Mary Frances Mullins, lovingly known as Fran, passed away peacefully on Thursday, November 27, 2025, at the age of 87. A lifelong resident of Rogers, Arkansas, Fran lived a full life rooted in family, faith, and the community she cherished.
Fran was born on October 30, 1938, in Bald Knob, Arkansas, to Wallace W. and Annie Bell (Ausburn) West. She grew up with a strong sense of family, a value she carried with her throughout her life. On October 18, 1975, she married the love of her life, Cecil “Sonny” Mullins. Together they built a warm and welcoming home filled with love, laughter, and deep devotion.
She is preceded in death by her parents; her husband, Cecil “Sonny” Mullins; her brother, Wallace “Wally” West; her sister and brother-in-law, Ann and Steve Lepp; her son, Billy Joe Hardcastle; and her granddaughter, Cassie Hardcastle.
Fran is survived by her son, Eddie (Lela) Hardcastle; daughter-in-law, Sandra Heldenbrand; and her brother, Arthur (Susan) West. She leaves behind her grandchildren, Thomas (Elizabeth) Hardcastle, Chelsea Kennedy, Cheyenne Wylie, and Shanda Wylie, who will always remember her warmth and strength. She also held a special place in her heart for her extended family—Ron and Ana Argueta and their children, Danielle and Joel. In addition, Fran is survived by numerous nieces and nephews who will cherish her memory.
Fran’s legacy is one of kindness, resilience, and unconditional love. She will be remembered for her generous spirit, her gentle humor, and the steadfast care she offered to all who knew her.
Her family takes comfort in knowing she is now reunited with her loved ones who passed before her. She will be deeply missed and forever loved.
Fran was a humble woman of God whose life was a testament to unwavering faith, boundless compassion, and joyful service. She dedicated every season of her life to the Lord, and it showed in the way she loved people, wholeheartedly, openly, and without hesitation.
A true artist at heart, Fran had an eye for beauty in the ordinary. She transformed simple things into treasured works of art through her quilting, painting, and doll-making, each piece a reflection of her creativity and love.
Her heart for missions took her far beyond the places she called home. Never afraid to share the gospel, Fran carried the light of Christ wherever she went. From the US to the distant communities of Belarus, Ukraine, China, & Guatemala (just to name a few), she traveled the world spreading the good news and offering hope to all who crossed her path. Her ministry was not only in her words but in her actions, kindness, and the way she embraced people as family.
Fran loved her children and grandchildren deeply, and throughout her life she welcomed many others into her heart as her own. She immensely loved her family and covered them in constant prayer, asking for God’s blessings and guidance over each one.
Above all, Fran lived so that everyone she met had the chance to know God’s love. She had a remarkable ability to inspire joy in others, encouraging those around her to love more fully and live more faithfully. Even in difficult times, she found reasons to rejoice and looked ahead with excitement, trusting in what God had planned for her future.
Fran leaves behind a legacy of faith, joy, and love—a legacy that will continue to shine through the countless lives she touched.
