
David Bartlett Norman passed away Thursday at age 77 in his home in Rome, Ga, surrounded by his family.
David was born in Portland, OR, on February 14,1938, son of the late Joseph LeRoy and Mary Proctor Norman. Several of his interests include, family, sailing, landscape gardening, hiking, and traveling.
He graduated with a Bachelors degree from the University of Mississippi in 1960. The following year he attended Florida State University, where he received his Masters degree in 1965.
David served as City Manager: Canton, NC; Norton, VA, and Lynchburg, VA. In 1976 he was awarded the Clarence E. Ridley In-Service Training Award presented by International City Management Association. He was Regional Director, Management Improvement Corporation of America, Lynchburg, VA. He worked for Georgia Power Company in Atlanta, GA, as Manager of the Community Development Department. Before moving to Rome, David was County Administrator, James City County, Williamsburg, VA.
Survivors include his wife Sandra Holtz Norman, to whom he was married for 54 years, son Bart and wife Kim of Atlanta; daughter Kathy Kahrs and her husband Mark of Jacksonville, FL; son Scott and his wife Katy of Raleigh, NC. Brothers: Jim Norman of Atlanta, GA, John Norman of Wilmington, DE, Joe Norman of Beaufort, NC, Paul Norman of Box Cedar, SD; 6 grandchildren John and Zach Kahrs, Jacksonville, FL, Sally and Joe Norman, Atlanta, GA, Quinn and Luke Norman, Raleigh, NC., and nieces and nephews also survive.
Funeral services will be held will be held at 11:00am on Monday, June 29, 2015, at Rome First United Methodist Church, 202 East Third Avenue, Rome, Ga 30161. The Rev. Anjie Woodworth and the Rev. Dr. Lowell Sykes officiating. The family will receive friends in the church parlor at 10:00am until the hour of service.
