He was born in Chillicothe, Ohio to Raymond and Margaret Butcher on October 8, 1944. He had two brothers, Vernon Roll and Raymond Roll; both his parents and brothers are deceased. His wife Clara E. Butcher, who he met in Dayton, Ohio is also deceased.
He and his wife raised three children, Ricky Bebout, N. Scott Bebout, and Ladella Bebout all of whom are living in the Rome, Georgia area. He has several grandchildren and great-grandchildren, also in the Rome, Georgia area.
He graduated from Chillicothe High School and was drafted into the Army in 1965 and served in Vietnam. After being discharged from the Army he moved to Dayton, Ohio and went to Wright State University where he received a Bachelor of Science degree in Accountancy where he worked in Manufacturing after graduation.
In 1980 he relocated to Rome, Georgia. In Rome he worked in several Manufacturing facilities as Controller before his retirement from the Fairbanks Company.
