

Jeff was born on December 23, 1960, in Lake Arrowhead, California, to James and Carol Laycock. Jeff spent most of his life in northern California. He graduated from Del Oro High School in Loomis, California, in 1979. Jeff married Deborah Sue Bumphrey on March 1, 1991. They resided in Roseville, California, for more than 30 years.
While attending American River College, Jeff sought the services of the Placer County Golden Sierra Job Training Agency for career counseling. Jeff was placed in a City of Roseville work experience position. Soon after, he obtained an Associate of Arts degree from American River College. Jeff was hired by the Golden Sierra Job Training Agency in 1996 as a management information systems monitor. In August of 1997, Jeff was honored at the Governor’s Portraits of Success Banquet as an exemplary alumnus of the Private Industry Councils’ Job Training Partnership Act Programs at the Sacramento Convention Center. Jeff retired from the County of Placer in 2010.
Jeff was preceded in death by his father, Jim. Jeff is survived by his wife, Debbie; his mother, Carol Laycock; his stepmother, Molly Laycock; his sisters, Wendy (Paul) Lebeck and Lauren Morrelli; his uncle and aunt, David and Lynda Laycock; as well as nieces, a nephew and cousins.
Jeff was a lifelong Los Angeles Dodgers, Lakers and Rams fan and was his happiest when watching his teams play. He was an avid spectator of many other sports as well. He also enjoyed building model cars. Jeff loved Jimboy’s tacos, pizza and loud rock music. Jeff will be missed by his family and friends.
A memorial service will be held on September 12, 2026, at 2:00 p.m., at the Roseville Seventh-Day Adventist Church, located at 914 Cirby Way, Roseville, California.
