

Josephine was a beloved mother to Sue Ellen, Roxanne Mooney, and Tina Rusnak, grandmother to Thomas James Giardino, Sara Jane & Annie Rose Rusnak, sister to the late Thomas Manno, aunt, cousin, friend, and public servant to many.
Josephine devoted more than three decades of service to the Department of Veterans Affairs, where she became a respected leader and subject matter expert in veteran eligibility, healthcare administration, insurance billing, beneficiary travel, community care programs, and customer service. Throughout her career, she served in many roles, in service and care of the United States Veterans.
Her work touched nearly every part of the veteran experience.
Josephine also took great pride in supporting the Veterans Crisis Line, providing guidance and compassion in one of the VA’s most critical missions. Helping veterans during times of crisis and ensuring they received the assistance they needed. Her knowledge and dedication made her a trusted liaison between veterans, medical staff, government agencies, congressional offices, and community organizations. She received numerous awards, commendations, and letters of appreciation for her leadership and exceptional customer service.
One of the most meaningful reflections of her career came years after retirement, when she met a veteran in a Georgia Sam’s Club and thanked him for his service. She then asked the question that had guided her throughout her career: “Is the VA taking care of you?” His response was simple and profound: “They gave me twenty extra years to live.” That moment reminded her of the true impact of her life’s work — to care for those who have borne the battle and to improve the lives of veterans and their families.
Josephine’s life was one of service, devotion, and love for her family and music.
Also known as Rock-n-Roll Princess, she was a loyal fan to Elvis, the Beatles, the Doors and many others. She also enjoyed true crime shows, spending time with her family, especially her grandchildren and her favorite colors were red and gold. She truly enjoyed her egg foo yung until the end. She will be deeply missed by all who knew and loved her.
A memorial service will be held in the fall to celebrate Josephine’s life in her hometown Brooklyn, NY.
In lieu of flowers, the family requests memorial donations in Josephine’s honor be made to support her celebration of life in NYC fall 2026.
