She was born December 6, 1932 in San Francisco, California to Robert and Elizabeth (Gill) Moore. She grew up in California, eventually earning her Bachelor's degree from San Jose State University.
Joan married Robert James in 1955. Together they raised three children, Julie, Jinee, and Jeff. The family moved to Alaska, back to California, and then settled in Oregon.
She enjoyed her dogs, her grandchildren, her sorority, crocheting, needlepoint, cross stitch, and reading.
Joan was preceded in death by her husband, Robert. She is survived by her three children, Julie, Jinee, and Jeff; and her grandchildren, Tyler and Aaron.
A celebration of life for Joan will be held Monday, July 18, 2022 at 2:00 PM at Howell-Edwards-Doerksen with Rigdon-Ransom Funeral Directors, 1350 Commercial Street SE, Salem, Oregon 97302.
