

Roy Eugene Carter Jr. known as “JR” to those that loved him most, passed away at the Veterans Affairs Hospital in Portland, OR on November 21, 2020. He was 57 years old. A veteran of the United States Army, he served honorably for 11 years.
JR was born on June 20,1963 at Camp Pendleton, CA to Roy and Barbara Carter. In 1981, he joined the United States Army and was assigned to Fort Lewis, WA. JR served a tour in Germany from 1983-1986, before being assigned to Fort Hood, TX from 1986-1990. After serving honorably in the United States Army, JR worked as a Corrections Officer at the Oregon State Penitentiary and as a Reserve Police Officer in Gervais, OR.
JR was a son, brother, and father. He married Nancy Brown in Salem, OR in 1983. Though later divorced, they had three children together. JR was a member of the Church of Jesus Christ of Latter-Day Saints.
He is survived by his parents, Roy and Barbara Carter; his daughters, Susan Mark Moss, Stacy JB Munnoch; his son, Gene Alisa Carter; his six grandchildren; his brother Leon Georgia Carter; niece Megan Mike Gonzalez and kids; his cousin Dewy; and his loyal service pup JC.
A viewing will take place the Virgil T. Golden Funeral Home in Salem, OR on December 2, 2020 from 9:00-10:00 a.m., with the burial, to include full military honors, following at the Willamette National Cemetery at 2:00 p.m. Funeral arrangements are provided by Virgil T. Golden Funeral Services. Flowers and condolences may be sent to the funeral home.
