

She was born on a farm outside of Abilene, Texas, on January 28, 1912.
A 1929 graduate of Abilene High School, she married Spence Blackburn in December of 1936. He preceded her in death forty years ago.
A resident of San Angelo for sixty years beginning in 1950, Lucile was an employee of the San Angelo School District for forty years from 1958 until1998 when she retired at age 86. She was a secretary and assistant in the testing and guidance area in SAISD’s central office. For thirty three years, she administered GED test for over 500 clients per year.
She was an active member of First Baptist Church in San Angelo. She was known for her deep faith, positive attitude, wise compassion, organizational skills, sense of humor, good dancing, and hard work. She has a special ability to encourage others- her children, grandchildren, friends, coworkers, neighbors, and persons taking the GED test.
In 2009, she was named the National Volunteer of the Year for Meals on Wheels. She served as a volunteer for San Angelo’s Meals for the Elderly for twelve years.
She is survived by her daughter, Jane Thomas and her husband Richard of El Paso; her daughter Lois Floyd and her husband Ernie of Clinton, Tennessee; her son Bill Blackburn and his wife Deana of Kerrville, Texas; four grandchildren; and ten great grandchildren.
Services will be held at 2:00 PM on Tuesday, September 3rd at First Baptist Church of San Angelo, Texas. There will be a reception for friends and family from 1:00 to 2:00 at the church. Arrangements are by Johnson’s Funeral Home.
