Thomas "Tommy" Franklin Bullard was born on April 11, 1949 in Waco, Texas to Thomas Edward Bullard, Jr and Gloria June Pack. Tommy passed away unexpectedly on July 12, 2018 in his home. Tommy grew up in San Angelo and graduated from Central High School. Tommy has been a resident of Mosaic (formerly Bethphage) since 1993. He lived in the community and had friends throughout all of San Angelo.
With much support and advocacy, Tommy married the love of his life, Dolores J. Morales on September 15, 1998. They had 11 years of marriage bliss before Dolores passed away in 2010. Tommy loved Dolores so much. Tommy's greatest passion was evangelizing to anyone who would listen. He loved Jesus with every inch of his being. He wanted everyone to love Jesus like he did. He would talk to anyone and ask if they had a church to attend and would invite them to his church; Immanuel Baptist so that they could learn to love Jesus like he did. Tommy is also known for cleaning the grounds by the railroad station; he has an "Adopt A Spot" on South Chadbourne with his name on it. Tommy was also a member of the Santa Fe Crossing and Station 618 Senior Center where he spent most of his day.
Tommy was preceded in death by his parents and his wife Dolores. Tommy is survived by his Mosaic Case Manager of many years; Pearl Hardin, his MHMR Service Coordinator, Cartiere Thompson, his care taker of several years, Hilaria Asebiz (Led) and most recently, Theresa Fuentes, Theresa's family and their housemate, Jason Bennett. When Tommy moved in with Theresa and Jason, Tommy told everyone that he had a new family and he loved them. He was very active in the lives of Theresa's children and grandchildren. The weekend before he passed away, he was outside playing ball with Theresa's grandkids and BBQing with the family. Tommy is also survived by his friends @ MHMR, Santa Fe Crossing and Station 618 Sr. Center, friends and staff of Mosaic, and special friends Gracie and Mary. A celebration of Tommy's life will take place on July 30, 2018 @ Immanuel Baptist Church officiated by Pastor Richardson on 90 E. 14th St. San Angelo, Texas, 76903 @ 10AM. Pallbearers will be Jason Bennett and Tommy's friends from Santa Fe Crossing and Station.

31. What, then, shall we say in response to this? If God is for us, who can be against us? Rest in peace Tommy, you leave behind a legacy of love of Jesus like no other!
