He graduated from Quanah High School in 1961 and the University of Texas in 1965. In 1967, he received a Master of Arts degree in Economics from the University of Texas. Allen also studied at the School of Industrial Labor Relations at Cornell University in Ithaca, New York.
He was Vice President of Labor Relations and Human Resources at Lykes Bros. Steamship Company in New Orleans, Louisiana for many years.
Allen is survived by his wife Louise Bailey Taylor, his son Bailey Taylor and sister Paula Taylor of San Antonio, Texas; his son Clayton Taylor, daughter-in-law Wyndy Taylor, and grandson Hudson Taylor of Atlanta, Georgia.
