

Brian devoted most of his life to law enforcement, serving with steady purpose and a deep sense of duty. He began his career in 1976 and joined the Oklahoma City Police Department in 1984. He went on to serve as Chief of Police in Luther, Oklahoma (November 1984–1986) and in Okemah, Oklahoma (January 1987–March 1988). In March 1988, he became a Special Agent with the Immigration and Naturalization Service (INS) in El Paso, Texas, where he served until May 1996. His federal service continued in leadership roles, including Deputy Assistant Regional Director for the INS Central Region in Dallas, Texas (May 1996–May 1998), and Supervisory Special Agent in San Antonio, Texas (May 1998–March 2001).
Brian later served as Supervisory Special Agent in the Washington, DC District (March 2001–November 2022), including assignments as Benefit Fraud Coordinator in Fairfax, Virginia (November 2002–May 2006) and as DHS-ICE-HQ National Program Manager for Undercover Operations in Washington, DC (May 2006–October 2007). He returned to Texas to serve as Resident Agent in Charge with the ICE Office of Professional Responsibility (Internal Affairs) in Harlingen (October 2007–July 2010), and then as Group Supervisor with Homeland Security Investigations in Harlingen (July 2010–January 2011). After 23 years as a federal agent and 12 years in local law enforcement, Brian retired in November 2011. Throughout a long career marked by responsibility and resolve, he earned the respect of colleagues and the lasting gratitude of those his work served.
Outside of his profession, Brian found joy and camaraderie in hockey. A devoted New York Rangers fan, he also shared his love of the game by teaching hockey to boys in Juarez, Mexico, while assigned to the El Paso office. He was also an avid gun collector, a pursuit he approached with the same diligence that shaped so much of his life.
Brian is survived by his wife, Sylvia (Morales), of 25 years; stepchildren Lauren (Alexandra) and Christopher; his daughter Jocelyn (Michael); granddaughters Lilly and Mia; and grandson Michael Jr. He is also survived by his brothers, William (Judith) Joyce of Swampscott, MA, and stepbrother John Krysko of Otis, MA; nephews Alex (Rachael) Joyce and Chris (Brenda) Dillon; nieces Jessie (Chris) Blackhall+, Laura, and Tamara (Mike) Rager; brother in law Charles (Gloria); and sisters in law Betty Jean Alvarado and Melissa (Matthew) Johnson.
Brian was preceded in death by his parents, William and Evelyn Joyce, and his sister Jane.
Beloved by his family and respected for his hard work and steadfast dedication, Brian will be remembered with gratitude, admiration, and enduring love.
