

Patrick O. Adams, age 74, passed away on Friday, March 26, 2021, in San Antonio. He was born on November 9, 1946, in Cape Girardeau, Missouri to parents Laurence and Cathryn Clack Adams. He lived in Jefferson City, Missouri during his youth and achieved Eagle Scout. He graduated from the University of Missouri at Columbia with a degree in Public Administration. While there, he was president of the Kappa Alpha fraternity and president of the Interfraternity Council. He was selected as one of the top sixteen University of Missouri graduating seniors in 1968. He received his commission in the Air Force through Reserve Officer Training Corps.
General Adams spent the majority of his career in personnel management while stationed in Alabama, Iran, Vietnam, Thailand, Texas, Washington D.C., Illinois, Colorado, Oklahoma, and Bulgaria. His final position was Director of Manpower and Personnel, the Joint Staff at the Pentagon. He was a graduate of the Air Command and Staff College and the Air War College. He earned a Master of Science, International Relations from Auburn University and he completed the Advanced Executive Program, Kellogg Graduate School of Management, Northwestern University. Patrick was on the Board of Directors of the Army and Air Force Exchange Service, the Board of Directors of the Defense Commissary Agency, Chairman of the U.S. Armed Forces Sports Council, on the Board of Directors of the U.S. Olympic Committee, Chief of the U.S. delegation to the Conseil International du Sport Militaire (CISM), then Vice President of the Americas in CISM. He also was the principal Department of Defense representative on the Board of Governors of the American Red Cross.
General Adams retired from the Air Force February 1, 2000. In July 2000 he became president of the Air Force Memorial Foundation. In July 2001 he went to work for CUBIC in Hungary and Slovakia, helping those countries upgrade their military in order to be part of NATO. After his return to Texas, Patrick went to real estate school, was in charge of Human Resources for the Brazos River Authority, was Chairman of the Board of Air Force Village, worked for dNovus and DTSI, then fully retired.
Patrick is survived by his wife, Jean; son, Patrick, Jr. (April); daughter, Christine Biscarro (Michael); and three grandchildren, Patrick O. Adams III, Logan Biscarro, and Kinlee Biscarro.
