She was born July 24, 1922, in Laredo, Texas, to the late Genovevo and Andrea Lozano.
A volunteer at heart, Celia was a member of LULAC Council 4421, Las Guadalupanas, the Spanish Choir and Legion of Mary at St. Matthews Catholic Church.
She was also very active at the Senior Center where she was affectionately called "the dancing lady". Celia was a devoted and loving aunt to all her nieces and nephews.

She was preceded in death by her siblings, Genovevo Maria de Jesus Lozano, Jr., Jose Lozano, Aurora Alfredo Perales, Raul Maria Lozano, Rodolfo Maria Luisa Lozano, Victor Julia Lozano and Refugio Raul Garza.
Celia is survived by her only daughter, Graciela Rodriguez and husband, Rodolfo; sister, Maria Guadalupe Diaz; and brother, Fidel Irma Lozano.
