A memorial service for Francis will be held Friday, November 19, 2021 at 10:00 AM at St. Pius X Catholic Church, 3303 Urban Crest, San Antonio, TX 78209.

I was very fortunate and blessed to have worked with Frank at Matthews & Branscomb, as a law clerk, an associate and then as his partner. I can't count the number of times that I sought Frank's advice and wisdom over the years. I was always amazed at Frank's ability to provide me from memory the citation to the controlling case law on legal issues I was researching. One of the first cases I tried as a young associate was with Frank and I was literally in awe of his ability and prowess in the courtroom. Whenever I had a difficult legal or ethical issue arise, Frank was always there with sound advice and counsel. It was always a joy to be around Frank. I loved his dry wit. Frank was one of the best, if not the best, lawyers I have ever known. He was the epitome of what a lawyer should be. Thank you Frank for mentoring me over the years. I will miss you. Leo Figueroa

I represented 12 Plaintiffs who were injured in a mid air collision of helicopters. There were 8 Defendants and Frank represented one. We were about 3/4 of the way through an expert deposition when Frank stood up, put on his hat and said “gentleman, I see the time is 5:00. I assume we will begin again in the mornin at the usual time?” And then he left. Not one objection. Very wonderful man.

Frank will be remembered as a true gentleman, scholar of the law , and a lawyer’s lawyer. I first remember Frank as a member of the Law Firm of Matthews, Mcfarlane, and Barrett. Frank was entrusted with most of the defense cases for The Travelers Ins Co. I had the privilege of working with Frank on a number of these cases as I worked in the claim division for the Travelers. We knew if Frank was handling the case that our client was in great hands. Frank was highly respected in court by both sides of the docket. All the Judges had the highest regard for Frank and his work ethic.
A true Gentleman. Rest In Peace my friend.

Frank was a legal giant. He demonstrated civility where conflict ruled, he earned trust through focus and learned guidance, and he promoted the highest levels of professionalism. Frank was a lawyer’s lawyer and a superb mentor. He shaped my professional life for the better, and he continues to be one of my better angels when difficult choices arise. Thank you Frank.
