Gair was born on September 20, 1940 in Williamsport, PA to Henry Lowery and Helen Gair. He graduated from Oklahoma University with a BA in History and Political Science. He proudly served in the Air Force from 1958 to 1962.
Gair had several successful businesses in San Antonio. He enjoyed spending time with his children and grandchildren and his dog, Dude. Gair also enjoyed adventures and travel with his favorite destinations for scuba diving being Cozumel, Honduras, Aruba and the Bahamas.
He was preceeded in death by his parents and sister, Diane Eubanks.
