

He was born in Buffalo, NY on March 25, 1925 to Edmond and Helena. James graduated from South Park High School, and attended Niagara University and the University of Maryland. He was a member of Pi Sigma Alpha and later went on to complete his PhD in Asian Studies and Political Science from the University of the Philippines.
James proudly served over 22 years in the United States Air Force and retired as a Master Sergeant, beginning as a radio operator and later specializing in cryptology and Russian linguistics. His military service brought him to installations throughout the world, including an assignment with the National Security Agency. After retirement, he served as the Director of the Retiree Affairs Office at Camp John Hay, Baguio City, Philippines and at Niagara Falls Air Base, Niagara Falls, NY. In addition, he served as President of the National Association for Uniformed Services, Niagara Chapter. James also volunteered at the Niagara Aerospace Museum as Research Center Director. Beginning in 1981, James owned and operated Patriciana Shells, specializing in rare marine and land shells. He was a member of the Veterans of Foreign Wars, Conchologists of America and American Malacological Society. He enjoyed collecting sports trading cards, studying military history, and spending time with his grandchildren.
James is survived by wife Natividad Barnett of San Antonio, TX; their only child Patricia Reyes; son-in-law Luis; grandchildren Jade and Brandon, of Yokota AB, Japan; brother John (Jack) Barnett and wife Kathy, of Orchard Park, NY; and many nephews, nieces, and extended family. James is predeceased by his sister, Rita McAllister and husband John.
