Jim was born at his family home in San Antonio on January 9, 1939.
Jim was a lifelong member of St. John's Lutheran Church.
He served in the U.S. Army in the Vietnam War.
He was a retired member of the Plumbers and Pipefitters Local #142.
Jim retired from Federal Service on August 1, 2003.
He is survived by: his devoted wife, and best friend of over 37 years, Fern; sons, Jimmy Walker and wife Jo Ann, Ronnie Frothingham and wife Mary; daughters Karen Nelms and husband Chris, Dea Ann Frothingham; grandchildren, Jeffery, Kimberlee, and Jennifer Frothingham, Lauren and Dylan Nelms; sister, Geraldine Lay; and nephew Jeff Lay and wife Kathleen.
