

On June 1, 2026, James Marshall Parrott departed this world for his permanent home. Jim was born the second child of Samuel and Ethel (Nelson) Parrott in Gary, Indiana on Oct. 24, 1941. His sister, Doris Jane was born in 1936 and lived only 6 months. Jim is survived by his wife of 29 years, Sylvia Gutierrez Parrott of San Antonio, TX; daughter Susan Louise Parrott of Sterling, VA, son Andrew Parrott (Audrey) of Ocala, FL, from a previous marriage; sister Linda Madison, and step daughter Diane Elizondo of San Antonio, TX and step sons Frank Elizondo and Carlos Elizondo of Mt. Airy, MD.
Jim grew up in Kansas City, Missouri and after high school, Jim joined the Marine Corps. He often said that was one of the best decisions he made in his life - "it just seemed right". It taught him responsibility, how to set goals, show respect to others and how to jointly reach goals. He had served a stint in the military police and eventually ended up becoming a police officer in Hutchinson, Kansas, after being discharged. He continued his education and attended the University of Nebraska, Omaha, earning a Bachelor's Degree in Law Enforcement and in 1973, he became a Postal Inspector. His first assignment was in Dayton, OH, where he investigated mail theft cases, forgeries, burglaries and robberies of Postal facilities and employees. In 1978 he was promoted and transferred to Cincinnati, OH, where he continued investigating major mail fraud cases. A local university offered a night program in their law school and Jim enrolled, graduating with a Juris Doctor Degree. He passed the Ohio Bar and was transferred to Washington, DC Headquarters where he served as Associate Counsel. It was there that he met the love of his life, Sylvia. He was assigned to the Financial Crimes Enforcement Network as an agency representative to coordinate investigations of money laundering and terrorist financing with seven other federal law enforcement agencies. He retired in 1998; in 1999 he went back to work under contract with the Department of Treasury, Office of Technical Assistance, for ten more years. He had projects in El Salvador, Guatemala, Honduras, Ecuador and Peru assisting those governments in setting up systems to combat money laundering and terrorist financing. He also worked in Paraguay, Bolivia, and Chile. Jim and Sylvia lived in Peru for two years. Sylvia grew up in San Antonio and she and Jim retired in San Antonio.
Jim wasn't all work and no play-in his free time, he enjoyed riding his Harley motorcycle and working on projects around the house, like finishing the basement, adding a screened-in porch, building a deck and patio, adding outdoor sheds - definitely a DIY man. He also had an interest in national politics and enjoyed reading several newspapers and loved the comics. His wit, sense of humor and his genuine concern for others will be so missed. Jim had a love of the Lord and now he is at home.
A Rosary will be conducted on Tuesday, June 23, 2026, at 10:30 a.m., in St. Anthony Mary Claret Catholic Church, 6150 Roft Rd, San Antonio, TX 78253 with a Memorial Mass to follow at 11:00 a.m. The Committal Service will take place at Fort Sam Houston National Cemetery – Shelter #2, 1520 Harry Wurzbach Rd, San Antonio, TX 78209 following mass at 1:15 p.m.
In lieu of flowers, donations may be made in Jim’s name to the Ronald McDonald House Charities in San Antonio or Animal Defense League of Texas.
