He is preceded in death by his parents, Jim and Mary Elizabeth Phelan; and his brother, Jimmy Phelan.
He is survived by his beloved wife of 58 years, Agnes Cryer Phelan.
Bill graduated from University of Texas-Austin in 1950 with a BBA degree.
He had a 50 year career in life insurance sales, 45 years of which was with Northwestern Mutual Life Insurance Company of Milwaukee, Wisconsin, and was a Life Member of the Million Dollar Round Table.
During World War II Mr. Phelan served his country as a U.S. Marine - 2nd Marine Division in the Pacific Theater.
He was an active member of Trinity Baptist Church.
Bill was a Chancellor of the University of Texas-Austin, as well as a member of the Littlefield Society at the University.
