

She was born an identical twin to Richard and Viola VanDeventer of Scranton, Pennsylvania. Shortly after her birth, the family moved to New York where she attended grammar school. The family later moved to Wilmington, Delaware where she attended middle school and high school.
She and her twin sister graduated 1st and 2nd in their graduation class of 1944. Throughout that time and after her high school years, she and her sister, known as "The Dancing Twins," pursued a career in dancing that led them down a road of entertainment arts which opened many doors to include an opportunity to audition for the New York Rockettes at the New York Radio City Music Hall.
Later, Joan worked for DuPont Corporation as a transcriptionist during the Manhattan Project. The family eventually moved to Miami, Florida where Joan worked as Secretary to the Vice-President of Burdines Department Store for about 5 years. She then met young Air Force Lieutenant, Levie D. Harbour of the Strategic Air Command SAC, stationed at Homestead Air Force Base. After courting for six months, they married in 1958 and moved to Kincheloe Air Force Base, in Michigan near the Canadian border. In February of 1963, they started their family when their son was born. A daughter was soon to follow in March of 1964.
Some of Joan's happiest years were spent in Puerto Rico when the family was stationed at Ramey Air Force Base from 1966-1969 after being transferred from Kincheloe Air Force Base. The family then moved to San Antonio, Texas in 1969 where her husband retired from the Air Force in 1972 after serving 20 years of active duty.
Soon after that time Joan studied Real Estate, passed the Texas State Real Estate Bar Exam, and became a licensed real estate agent. From that time on, she spent over 30 years as a successful real estate agent, making the Million Dollar Sales Club every year until she retired in the late 1990's.
But with all that she has been and done throughout her life, nothing can define her like the role she assumed as a mother and a loving wife. She is described by those who know her best as being truly "selfless," never considering herself without first considering the welfare and benefits of those around her, particularly her husband and children. Joan was truly the paradigm of what it is to be a "selfless" woman.
She was preceded in death by her brother, Herbert Rex VanDeventer who passed on from complications associated with diabetes at age ten and her twin sister, June Strikol.
Joan is survived by her husband, Lt. Col. Levie D. Harbour, USAF Ret.; son, Richard D. Harbour and his wife, Laurie A.; daughter, June E. Winters; six grandchildren: Brandy L. Harbour, Richard M. Harbour Bear, Gregory Winters, Wade Winters, Justin Winters and Alison Winters; and one great-grandchild, the child of Gregory Winters.
The family will receive friends from 6:00 to 8:00 p.m., Thursday, September 23rd, at Porter Loring Mortuary North.
