Joe was a man who was held in high regard by all who knew him at the Institute.  He always had a smile on his face, and helped anyone who asked him.  This world is really a poorer place without Joe.  My prayers for his family in their sadness.

My condolences to Mr. Rubio and to his family.  During the time I knew him, he was a great man who did a lot for his people at UT of SA. He was definitely one of the more dedicated good guys in business affairs who actually went out of his way to try and improve morale in the work place and provide positive opportunities for his people. I'd love to see more higher up professionals follow in his steps. Joe was a bit of an icon in facilities and always had the gift of laughter to liven up the crowd. An excellent motivational speaker as well. I will always try to remember his words that he spoke to us before he retired, "take care of each other and be kind to one another". I will continue to spread the good word.  

As an ITC department head, Joe was wise, steady, kind and true.  He extended a helping hand to anyone who turned to him.  I'm grateful to have known him.

I met Joe 23 years ago when I started working at the Institute of Texan Cultures.  Joe was always cheerful and friendly to everyone.  The people in his department all looked up to him and admired him as did I.  He was honest, fair, and a good man.  He would spend a lot of his break time with us.  We had many laughs together.  Although I left the Institute seventeen years ago, I remember him fondly to this day.  He was truly one of the good guys.

I am so sorry to learn of Joe Rubio's passing.  He was such a hard working, innovative leader during his time at The Institute of Texan Cultures, where he rose in the ranks quickly.  I think everyone admired and highly respected Joe. He was so full of life that it's hard to realize  he is gone from this earth.  RIP, Joe, and my deepest condolences go to his close friends and family.

Joe ALWAYS had that big smile on his face! Super talented, organized, helpful---a pleasure with whom to work. I haven't seen him in decades, but I will miss sharing the same world with him. I look back fondly on our days at the Institute of Texan Cultures

I was very saddened to hear of Joe's passing. Joe was my Supervisor and Mentor at UTSA for many years. Joe always gave me guidance and encouragement to become a great leader in my career and great father in my family life. We lost a Great Man and Friend on January 11, I will truly miss him. 

I know he had a very happy family life and was devoted to you all.
