
Born in Chicago, Illinois, Larry was one of twelve children and raised in a devout Catholic family. He later earned his BA in History (1970) and JD (1973) from St. Mary’s University in San Antonio. In 2014, he returned to St. Mary’s to earn a Master’s degree in Theology.
The definition of a modern renaissance man — Larry’s talents and interests were wide ranging. He was as well versed in poetry and philosophy as he was skilled on a bird hunt or squash court. He was also a passionate fan of the Tampa Bay Lightning.
Larry’s career spanned government service, finance, and education. He began with the U.S. Department of the Treasury in Washington, D.C. serving as an attorney. He went on to a distinguished career in investment banking with Merrill Lynch, the Resolution Trust Corporation (RTC), and JPMorgan Chase & Co.
Larry then returned to public service in Iraq and Afghanistan as a consultant to the Department of Treasury and the Department of State. He helped rebuild banking institutions, support local governments, and mentor public officials. Most notably, he was instrumental in introducing the new Iraqi currency. Larry was recognized with numerous honors, including awards from the Departments of War, Treasury, State, and the Army for his distinguished civilian service.
In retirement, Larry found his greatest joy in teaching and serving others. He taught at schools in Arizona and Texas and devoted countless hours to his faith and community through parish leadership. He was active in RCIA, Meals on Wheels, the Masters Leadership Program of San Antonio, the Red Cross, and the Warrior Family Assistance Center at Brooke Army Medical Center. He was a devoted parishioner of Our Lady of Grace Parish in San Antonio and of the Basilica of St. Mary in Alexandria, Virginia. He was a longtime member of Washington Golf and Country Club in Arlington, Virginia.
Larry is survived by his beloved wife of 53 years, Donna; his son, John Lawrence Blume (Alexandra) of Arlington, Virginia; his daughter, Julia Katherine Williams (Cameron) of Richmond, Virginia; his son, Michael Phillip Blume (Madison) of Alexandria, Virginia; and four cherished grandsons.
