He was born in San Antonio, Texas April 20, 1937 to the late Michael L. and Marguerite O. Baker Jacobs. Mervin attended Mount Scared Heart grade school where he was a boxer and football was his sport of choice at Central Catholic High School.
He furthered his education at University of Texas at Austin and St. Mary's University. In 1959, Mervin and his father became co-owners of Arts Beauty Salon on West Olmos Drive. His business success continued as sole owner since 1993.
He is survived by his ex-wife of 34 years, Sydnea F. Jacobs; daughters, Michelle A. Mullinix Jay, Stephanie Jacobs Sanchez David and Pauline Weichert Scott; grandchildren, Kapricia Krasnai, Chantal Mullinix, Leanne M. De Leon, Joseph Cody De Leon, Ryan E. Sanchez and Jacob Weichart; one great-grandchild, Kihley San Miguel; and sister, Judy Jacobs Green Rod and son Dudley.
