

Olivia Morales Lucero, beloved Mother, Nana, Sister and Aunt, went to be with the Lord peacefully on February 27, 2026, in San Antonio, Texas in her home she loved, surrounded by the memories of the beautiful life she built. Born on November 17, 1952, in Phoenix, Arizona Olivia's journey was one marked by an unwavering commitment to her family, her faith, and her country. She was a woman who lived a life as vibrant and impactful as the Arizona sunsets of her youth.
Olivia's spirit, characterized by her infectious enthusiasm, independence and resilience, touched everyone she encountered. Olivia was raised in El Mirage, Arizona. There she created lasting memories with her family, sisters, cousins, and best friends. From an early age, Olivia exemplified determination, kindness, faith and grace that shaped the way she lived throughout her life.
Olivia was a woman of remarkable strength and devotion, who poured her whole heart into raising her only daughter, Natalie. As a single, yet strong Mother, she carried the privilege of being everything her daughter needed - protector, teacher, encourager, shopping partner, travel companion, best friend, and strongest example of a faith-filled woman. Their bond was unbreakable, built on faith, love, sacrifice, laughter, and quiet moments only the two of them shared. She gave her daughter not only a life, but a foundation of faith, courage, compassion, and resilience.
Olivia built an extraordinary 40-year career in Federal Civilian Human Resources. Beginning in her home state of Arizona, while still in high school at Dysart High School, Olivia began her career at Luke Air Force Base. In 1982, Olivia was selected for a position to transfer from Luke Air Force Base to Kelly Air Force Base in San Antonio, Texas. In Olivia’s courageous and independent nature, she took a leap of faith and adventure to move on her own to Texas, a place she would eventually call home.
At Kelly Air Force Base, Olivia quickly became known for her exceptional expertise in Personnel Systems Management. She later found her true professional home in the Staffing Functional Area, where she served for the majority of her career. There, she supervised multiple teams, including the Recruitment Unit and the Reduction in Force team, guiding them with steady leadership, integrity and deep technical knowledge. Her dedication and excellence earned her a promotion to GS-13.
When Kelly Air Force Base closed, Olivia transferred to the Air Force Civilian Personnel Center at Randolph Air Force Base, where she was ultimately promoted to GS-14 Division Chief. In this role, her impact expanded far beyond a single installation. She influenced and supported Air Force Bases around the world, shaping policies, mentoring leaders, and strengthening the Civilian Personnel community on a global scale.
Olivia’s 40 years of devoted Civil Service for the United States Air Force were not merely a career but a testament to her belief in service above self. She approached her work with the same vigor and grace that she applied to all aspects of her life, leaving a legacy of integrity and excellence that will long be remembered by her family, colleagues and all those who had the privilege of working alongside her.
As a devoted Christian, Olivia's faith was the cornerstone of her existence. It was the compass that guided her through life and the source of her determined spirit. Her belief in the power of love and giving was evident in how she lived each day, how she treated others, and in her ability to come out on top in every situation.
Olivia's passions extended beyond her professional and spiritual life into the realm of personal joy and fulfillment. Despite her many professional accomplishments, her greatest calling was always her family. She was an avid traveler, seeking out new experiences and cultures with a curiosity and wonder that were truly inspiring. Olivia was the pillar and guide of all things related to event planning and travel reservations for many family trips with her daughter, her sisters and nieces. She loved creating life long family memories through new experiences and exploration. Crafting and sewing were another of Olivia's cherished pastimes, allowing her creativity to flourish and bringing beauty into the world and the lives of those around her.
To those who knew her best, Olivia’s greatest pride and joy was time well spent with her grandsons, Eli and Ezra. She loved to take care of them, watch them grow and watch them play sports. She was their most ardent supporter, cheering them on with a fervor that only a ‘Nana’ could possess. Her love for her family, especially her grandsons was the essence of her being. Eli and Ezra will forever be her “Little Pumpkins” whom she loved so deeply.
Olivia was preceded in death by her loving parents, Priscilla and Guillermo Lucero, her brother Ernesto and her sister Azucena “Susie” and many relatives.
Olivia is survived by her loving daughter, Natalie, her son-in-law Michael, her grandsons, Eli and Ezra, her sisters Irene and Linda, and nieces Frances and Brianna (husband Christian). She is further survived by extended family and dear friends whose lives were touched by her kindness, her spirit and her enduring love.
Olivia Morales Lucero's life was a masterclass in living fully and loving deeply with no regrets. She taught us that every day is a canvas waiting to be painted with acts of kindness, laughter, grace and determination. Her story is not one of sorrow at its end but a celebration of a journey well-traveled, well-serviced and a life well-lived with faith in God at the foundation of it all. Olivia's memory will serve as a lighthouse to all who knew her, shining brightly and leading the way forward with hope and courage.
As we reflect on Olivia's life, let us not dwell on the loss but rather embrace the lessons she imparted: to serve with passion, to love without reservation, and to embrace each new adventure with an open heart. Her legacy will continue to inspire and motivate us to live our lives with the same zest and purpose that she did.
