Steve was born on January 5, 1948, in Elkin, North Carolina, to Curtis and Zelma Medlin. He spent much of his childhood in Florida surrounded by extended family and cousins, especially his best friend and cousin Eddie Medlin. In 1967, his family moved to Texas, where he attended Leggett High School and met the love of his life, Judy Medlin.
Steve and Judy married young and built a life centered on family. They were blessed with three children: Paul Steven Medlin II (Tex), Rusty Medlin, and Dana Medlin. Steve was a proud grandfather to 11 grandchildren — Cameron, MacKenzie, Kyleigh, Jeremiah, Shelby, Emily, CJ, Ashley, Avery, Noah, Ethan,— and 7 great-grandchildren: Walt, Beau, Bonnie, Jace, Jonah, John, and Cordelia.
Steve owned and operated Universal City Construction with his uncle, Joe McDorman. Their company completed approximately $100 million in projects, many for government and military installations around San Antonio. He passed on his expertise, work ethic, and opportunities to his sons, who continued the family tradition through Medlin Construction Group.
Steve was known for his quick wit, one-liners that could make everyone laugh, and his “can-build-anything” mindset. Whether reading blueprints or improvising from a simple picture, he had few equals in construction. More importantly, he was a devoted husband for over 58 years, a provider who worked long hours so his wife could stay home with their children, and a father who sacrificed quietly to give his family security, opportunities, and memories.
In his later years, Steve battled dementia following a stroke, yet he remained surrounded by love. His son Tex fulfilled a promise to care for both parents, building a home where the extended family could stay close.
Steve was a man of deep faith and optimism. He faced every challenge with the belief that “tomorrow is always a better day.” He leaves behind a legacy of hard work, family unity, humor, and quiet strength.
A Memorial service will be held on Tuesday, April 28, 2026, at 4:00 p.m., at Porter Loring Mortuary North, 2102 N Loop 1604 E, San Antonio, TX.
