

Richard was born on September 28, 1943 to Charles and Antoinette Oubre in Loreauville, LA. He was the middle child of 11 (six boys and five girls). After attending some college, he set out see the world by enlisting in the United States Navy in July 1962.
He completed training in San Diego, CA and began his career as an Avionics Technician (Electronics Mechanic). His first duty station landed him in his childhood backyard as he was assigned to NAAS New Iberia, LA. He would quickly move on to his next duty station, NAS Corpus Christi, where he would meet the love of his life. Richard met Shirley at the Enlisted Club when he approached a table to ask a young lady to dance, fortunately the first two young ladies said no and pushed Shirley out on the dance floor. They danced their first dance to “Johnny Be Good” and never looked back.
They married April 10, 1965 and welcomed their first child, Jeff in 1966 and their second child, Lisa in 1968. Richard served 28 years in the Navy, serving in Texas (2), Tennessee (2), California, Washington (2), and Hawaii. While he was stationed stateside, most of his time was on sea duty sailing on the USS Hancock, USS Constellation, USS Coral Sea, and the USS Enterprise; as well as two tours in Vietnam. When he was on shore duty, Richard enjoyed family time, playing golf, softball, and dancing any chance he could. He was involved in Boy Scouts, football, and baseball with Jeff and watched Lisa perform in ballet, jazz, and cheerleading. He was active with the youth programs, liturgy, and serving in any capacity needed at church.
Richard received many metals, ribbons, and awards while serving. He reached the rank of Senior Chief (E8) and completed his twilight tour at Barbers Point, HI until his retirement in 1990. Richard & Shirley returned to Washington to begin their civilian journey; they only lasted one winter of extreme snow and made the decision to return to Texas! Richard worked for TramCo, Dee Howard, and later with Boeing until he fully retired in 2010.
Over the course of the years in Texas, they made many friends and spent many evenings dancing with the “regulars” at Leon Springs Dance Hall. They traveled with friends and made many memories. Richard was active with St. Brigid Ministries, The Knights of Columbus, Retired Chiefs Association, and USN Cruiser Sailors Association. He had a servants heart and enjoyed spending time at the BBQ pit, making tacos, and telling stories! Richard enjoyed attending his grandsons school events, soccer, basketball, baseball, and track events. He was the proudest “Papa” ever.
Richard is survived by his wife, Shirley Oubre; son, Jeff Oubre (Denise Watson) of Mandan, ND; daughter, Lisa Oubre-Edwards; grandson, Steven “Cowboy” Edwards II; brothers, Earl Oubre (CA), Lynward Oubre (LA), and Carroll Michael Oubre (TX); and sisters, Sylvia Roy (LA), Cynthia Russo (LA), and Mercedes Oubre (LA). He was preceded in death by his parents, Charles and Antoinette Oubre; brothers, Albert Oubre and Claude Oubre; sisters, Jeanne Martin and Charlene Dayton.
