

After graduation from Homer Academy and High School, he attended the University of Alaska, University of Alabama, Troy State University and earned his Bachelors of Arts degree. He was awarded an Honorary Doctorate of Divinity by the American International Theological Seminary in San Antonio in 1997. He served in the US Army and the US Air Force for over 29 years.
Since 1978, he served as an On-Call Volunteer Chaplain at University Hospital and as a Volunteer Chaplain with the San Antonio Police Department since 1996. Chaplain Spencer was a member of the VFW, AARP, Southwest Texas Conference – United Methodist Church, and the International Conference of Police Chaplains. Churches served include Burge Memorial Methodist Church, Pine Level and Orion United Methodist Churches, Browning United Methodist Church, Colonial Hills United Methodist Church, and Cokesbury United Methodist Church.
Chaplain Spencer is survived by his wife of 63 years, Edna Mary Spencer; daughters, Linda Buecheler (John), Mary Ann Stewart (Curt), Kathe Shout (Joe), Susan Spencer; sons, Paul Levi Spencer (Sherry) and Stephen L. Spencer, Sr. (Susan); 17 grandchildren; 11 great-grandchildren; numerous nieces, nephews and friends. The family will receive friends from 6:00 to 8:00 p.m., Friday, December 18, 2015, at Porter Loring Mortuary North.
