

Billy graduated from Harlandale High School in 1958 and, after working a few years as a salesclerk, went on to proudly and honorably serve his country in the United States Air Force, the Texas Air National Guard, and the Air Force Reserve from 1961 to 1967. He began his military journey with active-duty training, completing both basic training and specialized instruction as a construction specialist at Sheppard Air Force Base. Known for his strong work ethic and quiet dedication, Billy continued his service in the National Guard and later the Air Force Reserve, faithfully fulfilling his commitment over six years. His time in service was marked by integrity, reliability, and a deep sense of pride in serving his country.
Following his military service, Billy built a career with City Public Service, where he worked until his retirement. Outside of work, he had a gentle heart and a deep love for animals, especially cats, which he often took in and cared for, ensuring they always had a safe and loving home. He also had a passion for antiques and found great joy in restoring and giving new life to treasured pieces.
Billy deeply loved his family and treasured the time spent together, especially during holidays. Those moments, filled with togetherness and tradition, were among his most cherished, and he took quiet joy in simply being surrounded by the people he loved.
Billy was preceded in death by his parents, Florene and William Cook; his niece, Colleen Owen; and his nephew, Christian Lloyd. He is survived by his sister, Barbara Lloyd; and his great-niece, Michele Taylor.
A Graveside service will be held on Monday, May 18. 2026, at 1:00 p.m., at Fort Sam Houston National Cemetery.
