

Born on April 6th 1933 in Grand Rapids, Michigan, Bill was the son of Ralph and Dorothy Higgins. He graduated from the University of Michigan and later served honorably in the United States Air Force, achieving the rank of Lieutenant Colonel during his 20 years of service. He served overseas in The Vietnam war where he was awarded the bronze star, silver star, and the distinguished flying cross. He retired from the Air Force at Laredo AFB in 1973.
After his military service, he went back to school to the university of Texas at San Antonio where he received his Bachelor of Science degree. He then worked another 21 years Civil Service at Kelly AFB as a computer programmer up till his retirement in 1998.
He was preceded in death by his parents, Dorothy and Ralph Higgins; his brother, Richard Higgins; his wife, Millie Grace Higgins; and his daughter, Brenda Kay Krenmueller. Survivors include his sister, Patricia Spangenberg, and her husband, Paul; his son, William Howard Higgins Jr.; grandchildren, Mary Elizabeth Kidd, Margaret Mayo, Christopher Gifford, Kristy Martinez, and Kelly Taylor; as well as 10 great-grandchildren and 4 great-great-grandchildren.
In lieu of flowers, the family requests donations be made to The Wounded Warriors Foundation.
