91, of San Bernardino, CA passed away on June 20, 2015. She was born in Steubensville, Ohio to Lester & Martha Todd. Frances graduated from Shaw High School. She then joined the United States Navy and served as Hospital Apprentice 2nd Class stationed in San Diego, CA. She was member of Women's Club of San Bernardino and had a passion for singing, dancing, playing cards, traveling and strong religious conviction. Frances was a member of the San Bernardino Community for 53 years.
