1970年15岁时考入甘肃省陇剧团乐队，专业双簧管演奏员，在陇剧团工作期间，参加了《红灯记》，《风雪马蹄声》，《假婿乘龙》，《枫洛池》等经典剧目的演出，是一位优秀的演奏员。1978年9月—1982年7月就读于中央音乐学院，1982年进入中央芭蕾舞团工作，成为首席双簧管演奏员。1986年申请赴美留学，美国国际大学给予全额奖学金后在校攻读硕士学位，并同期加入美国国际大学交响乐团任首席双簧管演奏员，在美国演奏过很多交响音乐会也曾独奏过很多经典世界名曲。
1993年成立甘肃爱仕达国际建筑工程公司，为甘肃省苐一家合资建筑企业。2000年经营中美国际贸易，颇有建树。
跨入二十一世纪，章德麟先生逐渐成为高尔夫球手，工作之余的时间全都投入高尔夫球活动中，球艺精进，曾多次获得比赛奖牌，乐与助人，品德高尚。
2026年1月26日上午10点30分仙逝于圣地亚哥。

A visitation will be held at El Camino Memorial - Sorrento Valley, located at 5600 Carroll Canyon Rd, San Diego, CA 92121, on February 7, 2026, from 10:00 am to 11:00 am.
The funeral service will follow at the same venue from 11:00 am to 1:00 pm.
A committal service will take place at the same location from 2:00 pm to 3:00 pm.
