He was born August 4, 1925, in Washington, DC to Ellis W. Manning, Sr. and Lucy Rains Manning. He attended St. Johns College in Annapolis, Maryland, interrupting his education in 1943 to enlist in the U. S. Army, serving in France. After returning from the war he graduated from St. Johns and attended Yale Law School where he attained an LLB in 1952. He practiced law in Washington, DC, specializing in tax matters as a partner at Wenchel, Schulman & Manning until 1974, when he became Chief Counsel for the Prenalta Corporation in Tarrytown, New York. In 2002, he and his wife, Connie retired to St. Simons, Georgia and later moved to San Rafael, California.
Mr. Manning married Constance Howland in 1953. They had four children, three of whom survive him: Ellis Manning, III of West Chester, Pennsylvania; Peter Manning of Middletown, Rhode Island and Elizabeth Howland Manning of Harpswell, Maine. He is also survived by five grandsons and three great-grandsons. He was preceded in death by his beloved wife of 63 years and their youngest daughter, Katie.
