

Barbara Ann Dugan passed away on April 8, 2026 in Atlanta, GA. She is survived by her husband, Emil R. Dugan, her children Jeffrey Dugan and his spouse Crystal Van Dee; Jennifer Rosenfelt and her spouse Dan Rosenfelt; her grandchildren, Leo and Charlie Rosenfelt; and her brother, Mike Simson and his spouse Debra Simson. Barbara is also survived by several nieces and nephews and their families.
Barbara was born to James and Margaret Simson on July 9, 1946 in Buffalo, NY. She moved to Erie, PA to attend nursing school at Hamot Hospital School of Nursing and graduated class of 1967. She met her husband, Ralph (Emil R.), and married that same year, on September 16th. Barbara worked as an RN for 35 years, including 12 years at Hamot Family Medicine Center.
Barbara loved the outdoors and enjoyed camping, boating, bicycling and walking. She and Ralph frequently spent time at two of their favorite state parks in Pennsylvania, Presque Isle and Cook Forest. After she and Ralph retired, they moved to Melbourne, FL. They enjoyed walking on the beach, learned ballroom dancing, bought an RV and traveled cross-country several times. Barbara was affectionately known as Nonnie to her grandson, Leo, and granddaughter, Charlie. She loved spending time caring for them and playing card games, swimming at the beach, and baking chocolate chip cookies together.
Barbara was diagnosed with Alzheimer's disease several years ago. She and Ralph moved to Atlanta, GA in 2024 to be closer to their daughter, Jennifer, when she began to decline. She will be deeply missed and remembered for her kind, caring nature, sense of humor, and love of her family.
Barbara attended a wonderful day program for seniors with dementia, called Anchor Place. The program is run almost entirely by volunteers, who are so dedicated and loving. Please consider making a donation in her honor:
