She was born in Bowser, Texas and grew up in Los Angeles, California. After marrying Gil Ramirez at the age of 17, they lived on military bases in Texas, Alabama, and Indiana before settling in Orlando, Florida in 1975. During her career with the Civil Service, she worked for the Service School Command, the Naval Training Equipment Center, and established the command's student control office. In 1992, she married Stuart Culpepper. They travelled the world together on motorcycles where she earned her name "Honda Wanda."
Some of her greatest accomplishments were the births of her children, Denise, Sharren, Rob, and Yvette followed by six grandchildren and seven great-grandchildren.
She was preceded in death by her husbands, Gil Ramirez, with whom she shared 34 years, and Stuart Culpepper, with whom she spent 25 years. She was also preceded by her parents, Lee Owen and Georgia M. Bushwar, her brother, Bill Bushwar, and her grandson, James Rosenblum.
