Arnold was born in Upland, California on August 26, 1936. He graduated from Montebello High School and received his Juris Doctorate from Pepperdine University. Arnold was married to Patricia Anne Leno on December 18, 1971.
He had a career as the Department Director of Social Services for Orange County, California. Arnold enjoyed baseball and was a fan of the Anaheim Angels.
Arnold is survived by his son Matthew Winkle and wife Julie Winkle, son Jeffrey Winkle and wife Kacy Winkle, his grandchildren, Jacob Winkle, Nathaniel Winkle, Tessa Winkle, Amelia Winkle, Dallas Asper and Bianca Asper. He is also survived by his siblings, Arlene Della Ventura, Sharon Brouwer, George Winklepleck, Larry Winklepleck and Jerry Walker.
