Lewis Franklin (Frank) Norton 90, of Sarasota Fl., formally of Huntington, WV, died in his home the morning of January 25, 2021 with his wife and his daughter Becky by his side. He was the son of the late W. H. and Pattie Lewis Norton. He was also preceded in death by his brother W. Hank Norton Jr. of Ferrum/Deltaville VA. and Grandson, Harrison Franklin Berlin.

He was a graduate of Kentucky Military Institute, Hampden-Sydney College and obtained his law degree from the University of Virginia Law School. He was a Korean War veteran.

He was a member of the American Bar Association, the West Virginia Bar Association the Cabell County Bar Association, the International Association of Defense Council and the National Association of Independent Insurers. He was past president of the West Virginia Insurance Federation, the West Virginia Guaranty Association and the West Virginia Insurance Association. He served as Chairman of the local chapter of the American Red Cross, Marshall University’s Business Advisory Board and served on the Boards of Goodwill and the Huntington Clinical Foundation.

In addition to practicing law, in 1965 he was elected President of Inland Mutual Insurance Company, West Virginia’s first insurer to write casualty/liability insurance. In 1987 he also became President of Safe Insurance Company. Under his direction, both Insurance Companies grew to become one of West Virginia’s more financially secure insurance institutions, serving policyholders in several states.

He was also preceded in death by his former wife and mother of his 5 children, Carolyn Carter who died in 1971. In 1984 he married Kaye L. Trainer. Surviving in addition to his wife Kaye are his five children Barbara Behm, Becky(Pete) Lyons, Carolyn (Michael) Berlin, Frank Jr (Mary) Norton, Carter (Renee) Norton, three special bonus children, Scott and Craig Trainer and Heather (Chris) West, thirteen grandchildren and 4 Great Grandchildren. He was an avid fisherman and golfer.

A celebration of life service will be held on February 26th at 2:30 PM at Sarasota National Cemetery.

Frank was an insurance industry icon and a mentor to many including myself. He was always willing to provide insight and advice on many issue. I considered Frank a great friend and he will surely be missed! My condolence to the family!
