Frances was born November 28, 1915 to Eva (Whitmore) and William Hess near Surprise, NE. Frances grew up on a farm near Henry. She graduated from Torrington High School, Chadron State College, and the University of Denver Library School.
She taught elementary schools in Sioux and Scotts Bluff counties and Wauneta. She was a high school Librarian in Brookings, SD., and a Cataloger at the University of Minnesota and Central State College Library in Edmond, OK. She was an Assistant Librarian at Chadron State College in Chadron from 1948 to 1955.
Frances was united in marriage to Wilbur (Eby) Richards in Nome, Alaska in 1955. They lived five years in various “Bush” communities in Alaska, then to Egypt, Oklahoma, Arizona, and Nebraska. They enjoyed traveling and traveled to twenty foreign countries.
Frances was a member of the First United Methodist Church of Scottsbluff.
Survivors include numerous nieces and nephews.
She was preceded in death by her husband, parents, two brothers, and one sister.
