Dear Phil's family, Phil was a great guy and fellow MPDC officer. I served with him throughout his and my life. His job as a police officer and family member were number ONE. I will miss him with sadness. Please comfort the family. Thanks again for knowing Phil always a joy to be around. Such a positive person about everything.

I have known Phil my entire career.  He was a smart man full of integrity.  Probably he is best rembered as one of the most positive man that I have had the honor to know.  No matter how bad things could be, his presence always brought light on the situation.  May God bless you as you mourn his loss.

To my sister-in-law, Kate,  nieces April & Nikki, I wanted to express my profound sadness at the loss of your husband and father.  Although my heart is broken, I am comforted to know that he had a beautiful family that loved and cared for him until the end. Dear Kate, April, and Nikki,
You are in our hearts at this sad time.  We will always treasure the special memories of the times our families spent together when you lived in Maryland. Although Pete knew Phil as a fellow MPD officer we also had the honor of knowing him as a friend. He had a such a beautiful smile and a generous spirit.

I had the great pleasure and honor of having worked with Brother Phil while on the job  with MPDC and with VA.   Phil was always dedicated to his family,  he was one of the most honorable guys I have ever met, and Phil was always a lot of fun to work with on the street.   Always remember the good times in life and Phil will be in your memories.

Vickie and I send our deepest sympathy to Kate and the family. Phil was a brother in blue to me and a personal friend as well as a golf partner. Phil was a gentleman above all and treated people the way we all want to be treated. Mankind has lost a special person. His memories will be written on the tablets of love.
