Beryl Lowenthal Feinberg

Beryl Lowenthal Feinberg died on August 9, 2026 at home in Rockville, Maryland. She is survived by her beloved husband Edward Feinberg, her devoted son Jeremy Feinberg [Daisy Zhang], and her adored grandchildren Max and Tyler. She is also survived by her brother Richard Lowenthal [Natalie Veyvoda], nieces Laurie Reilly [Mike], Julie Ernst [Kenneth], great nephews Jake Chess, Kevin Ernst and Jason Chess; great niece Allie Chess as well as her brother-in-law Jason Feinberg and the late Lawrence Feinberg. She was the daughter of the late Annette Nassau Lowenthal and the late Stanley Lowenthal.

Beryl was born in Teaneck, New Jersey on November 16, 1950, graduating from Teaneck High School in 1968. During her teenage years Beryl attended Shaker Village Summer Program in Pittsfield, Massachusetts and participated in a student exchange program in which she lived with families in Eastern Europe while those countries were part of the Soviet bloc. The trip was the foundation for her life-long love of the Czech and Slovak regions. These experiences helped shape her commitment to social justice and international cooperation. Beryl was a graduate of the School of International Service at The American University. As an undergraduate she was active in the Delta Gamma sorority and was one of the first two undergraduates to serve with the United States Department of State; the other intern was Ed Feinberg. Beryl and Ed met on the first day of college and married on September 2, 1973.

Beryl received a master’s degree in library science from Catholic University and a master’s degree in business administration from the University of Maryland at College Park. She spent 37 years in government service. She was a librarian and manager with the Prince George’s County Memorial Public Library system. In 1989, she began a 28 -year career with the Montgomery County government. Positions included reference and government information librarian, budget analyst for the Department of Health and Human Services, senior manager with the Office of Management and Budget, Chief Operating Officer/Deputy Director of the Department of General Services. Beryl was a member of numerous inter-agency task forces. She worked with top elected and appointed leadership throughout the County. She was particularly proud of helping to create Project Search, a program that enables individuals with differing abilities to gain skills and have suitable employment in County government.

In 2013, Beryl was elected to the Rockville City Council. Re-elected in 2015 and 2019, she championed moderation in the controversies around development in the city. She emphasized that public services, particularly school and infrastructure capacity, be a prime consideration in whether to approve proposed housing developments. She was known as a budget expert and a strong advocate for seniors, children and the importance of creating a welcoming environment for an increasingly diverse population, specifically championing the LGBTQ community.

A member of Temple Shalom in Chevy Chase with Ed, she served as membership chair and then was a member of the board of directors during the 1980s. She was a member and then board chair of the Montgomery and Prince George’s Hospice. She was an advocate for and board member of Sunflower Bakery, a private nonprofit organization that is a kosher commercial bakery that teaches culinary skills to young adults with differing abilities. Last year Beryl was appointed by the County Council to the Consolidated Retiree Health Benefits Trust and the Board of Investment Trustees of the Mongomery County Employee Retirement Plans.

Above all, Beryl was devoted to her family. She created a warm, welcoming home, There were festive Passover seders and Thanksgiving dinners, trips to small towns as well as Caribbean islands, Israel, Australia, New Zealand countries throughout Europe. She was involved in all aspects of Jeremy’s activities, serving as chaperone on class trips while he was a student at the Barrie School, creatively celebrating birthdays, introducing Jeremy to her to her love of books and nature. She was a great fan of all of his pursuits and never missed a wrestling match during his years at the Bullis School. Beryl enthusiastically welcomed Daisy Zhang to the family in 2009 and was enthralled with becoming a grandma to Max in 2021 and Tyler in 2024. Beryl and Ed were thankful that they spent Christmas break 2025 with the children and grandchildren at Disney World.

Funeral services will be held at Temple Shalom at 8401 Grubb Road, Chevy Chase on August 12 at 11:00 AM. Burial will take place at the Garden of Remembrance in Clarksburg, Maryland. Shiva will be observed at the late residence on August 12, August 13 and August 15 with minyan at 7:30 PM.
