Fran is survived by her husband, Melvin Odell Hawkins; her daughter Jill Matthews Smith.
Fran was preceded in death by her mother Lucinda (Kearney) Shelton and her father Henry Shelton.
Family and friends are welcome to visit at the Church on Friday, January 14 from 5-7 p.m.
Saturday's service is by INVITATION ONLY and will also be live-streamed. To request the link to view the service online, email the church at [email protected].
For those attending Visitation OR the Service, a mask must be properly worn at all times. In addition, all guests over age 12 must show proof of vaccination OR a negative test result (dated 1/11-1/15) for entry.

A visitation for Fran will be held Friday, January 14, 2022 from 5:00 PM to 7:00 PM at Clinton AME Zion Church, 223 Elizabeth Avenue, Rockville, Maryland 20850. An Invitation Only funeral service will occur Saturday, January 15, 2022 from 11:00 AM to 12:00 PM at Clinton AME Zion Church.
Fran will be entombed in the Parklawn Memorial Park Mausoleum, 12800 Veirs Mill Road, Rockville, Maryland 20853.
